The Hunger Games books featured a similar fate for Gale but Katniss' feelings for him weren't as conclusive. She couldn't ignore the fact that Gale might have indirectly killed Prim but she took the time to wonder about their future together.
In the end, she realized that she and Gale were too much alike so she let him go, believing there would be another girl for him. Like the films, Gale moved to District 2 to work for the military.
Knowing that Gale thrived as a protector, he probably never got over the guilt caused by Prim's death. Even if his feelings for Katniss eventually faded, it doesn't seem likely that Gale would be able to live his life without some sort of PTSD.

Unfortunately, a second batch of bombs were set off, with Prim being killed in the explosions. Gale was not the one to drop the bombs from the hovercraft, but he was one of the key figures to devise the strategy of double bombings. With that, he was always connected to Prim's death, but he certainly shouldn't be the one to take the full blame.
There was no doubt Gale had a strong voice as a leader in the rebellion. His military role allowed him to draw up plans when it came to attacks, but he wasn't the only one to strategize the bombings used on the Capitol. Beetee Jeffrey Wright also assisted in those plans, making him just as responsible for Prim's death as Gale. Still, both men weren't the ones to directly order the bombings since that command went to President Coin Julianne Moore.
She had the authority to order the bombings and use them on innocent Capitol citizens. Coin was also the one who allowed a young Prim to work as a field nurse and sent the rebellion medics to the site of the first explosion.
